Slytherin!Sirius started out as a way of weasling out of writing 'real' Sirius (who's very tough for me to see through), but he grew on me a lot ;).
I think that Lucius (like the rest of the lot) thinks that Riddle actually *is* the one who's behind Harry's appearance, as a way of entertaining his favourite disciples while feeding his hybris with a magical feat... I think Tom's circle here is weaker than the Death Eaters - pampered, protected, only mildly illegal, not much at stake.
I'm so happy the ending worked for you - I was a bit unsure about the double epilogue, but it insisted on being written like that ;). *hugs*
