Smutmas Assignment and an IJ Question

Smutmas assignment... wibbled for minutes before daring to look... looked and had a minor giggle fit... am still smiling... will go home to dig up carrots for the bunnies now.

*throws very hard look at uncooperative current-project-due-last-week*

And yeah... IJ (or myself, being clumsy) killed my layout colours recently, and I settled on a rather pretty understated one instead, but... I'd really like to have the header/toolbar with login and basic links that LJ (optionally) has at the top of the page. Is there an option to have that on IJ? If I knew the technical term for what it's called, I might even find it in the FAQ, but had no luck browsing. Any layout whizzes around?
