Advisory Board, LJ Policy and Question

Everybody and their dog knows, but...
legomymalfoy won the LJ Advisory Board election. Congrats. That could've gone worse ;). Though I still think that if that post had any real importance, it wouldn't exist.
The election itself... after, what, about ten years of vote-counting duty and 21 years of voting in RL, I admit that the screeches of "our candidate not winning is proof for election fraud" stymied me - a lot! ('specially after *not* voting with the two 'sockpuppet' journals I do have...). Well, it's the Internets...

That said, I've been an outspoken critic of LJ since Strike/Boldthrough (oh, stop yawning, you lot!), but the new policy announcement truly impressed me. Improved clarity? Turnaround on the censorship agenda? Now I want to see how this plays out over the next two years or so, not wanting to be gullible ever again, but yeah - impressive. What d'you think?
Um, finally, a technical question thingy... some time back a kindly soul directed me to a tool for making animated icons, which is working with *.gif images... It's brill, but does anyone know of something that handles higher-resolution images like jpg or png or bitmaps? I'm trying to work with some pictures and turning them to gif is practically ruining them.
